JOB

LINE: ADMINISTRATIVE FIELD MANAGER
FUNCTIONAL: THE MONITORING MANAGER
JOB PURPOSE:
To monitor and evaluate the entire ongoing
project activities and conduct impact studies across the field area.
Conduct and
coordinate economic impact analysis and economic research related to the program
interventions and issues at the program level.
Function as a resource person
to regional M&E on economic and cost/benefit analysis work.
Support and
help identify research themes for assessing the impact of programs. Develop participatory
monitoring and evaluation of ongoing activities.
PRINCIPAL
RESPONSIBILITIES:
Facilitate all the sectoral heads in
preparing the annual planning documents and Logical frame Analysis.
Collect progress data from all sections and
compile it in a standard format and produce all quarterly progress reports
including assisting the line manager to produce annual progress reports for donors.
Ensure annual planning, budgeting, and reporting systems. Lead in conducting internal & external monitoring and evaluation reports on a timely basis (annual reviews and other reports.
Lead in conducting a socio-economic analysis of the project interventions and preparing a project proposal for funding. Liaison with donors and funding agencies and visitors.
Provide technical support to project staff in conducting research and impact studies, surveys, and evaluations of the project activities.
Identify and arrange training courses and develop inputs for monitoring & evaluating staff.
Lead in organizing a capacity-building training course on socio-economic research and impact analysis for sectoral staff.
Visit the project area and collect the progress
indicators through the monitoring process. Write progress case and impact studies
of interventions of the project progression.
Arrange monthly or quarterly progress review meetings with different section heads. Prepare cost-benefit analysis of program interventions.
Assist line managers and provide field data to
write project proposals. Develop a checklist for monitoring activities; and conduct process
monitoring of ongoing activities.
Facilitate donor missions and visits to other
development agencies. Train enumerators in case of in-house studies/surveys, including
pre-testing of tools developed for such studies.
Develop a plan and design training courses in socio-economic research for the sectoral staff of the field office.
Design and conduct farm & household income and expenditure surveys across the program on a periodic basis. Analyze and disseminate results of surveys for programming.
Design
a comprehensive MIS on the results, outputs, activities, and inputs of the program and other projects at the field level.
Train and assist regional monitoring assistants and sector staff on the data collection formats and data collection process, ensure that field sector staff provides data to update the MIS, and send the field data to the MIS officer at the head office.
Design and develop monitoring and evaluation systems and a holistic database for all the baseline and impact surveys and results drawn from the surveys at the field level.

should be done using the logical framework analysis and other reporting
indicators as a reference point.
